JMD was responsible for developing quiet zone policy options that address capital costs, ongoing operating and maintenance costs, liability, and funding sources for Orange County Transportation Authority’s (OCTA) Board of Directors. The proposed OCTA quiet zone policy covered OCTA owned and non-OCTA owned rights-of-way resulting in two separate policies.
